 The paper to which you are refering is not meant to be taken seriously. The point is nearly the same as your point. Not all men are rapists. Unfortunately, the rules to avoid rape are always directed to women, who are usually the victims of rape and not the perpetrators of the crime.  The writers of the piece you reference decided to turn the tables and wrote a list of rules for men to avoid rape.
